Asian markets closed lower Tuesday as the Chinese government formulates new rules to curb sky-high property prices. In Hong Kong the Hang Seng Index fell 1% and in China the Shanghai Composite Index lost 0.8%. Japan’s Nikkei 225 Index edged down 0.4%.
